 1. League Information
 
 1.1. Simulation Engine
 1.1aThe Canadian Baseball League uses Sierra Sports Baseball Pro 98 as the simulation.
 
  • You do not need to own BBPro 98.
  •  1.2. League Participation
     1.2aIt is free to join and participate in the Canadian Baseball League.
     1.3. League Simulation Schedule
     1.3aThe Canadian Baseball League runs year round.
     1.3bThere are between 4 to 7 simulations per week.
     1.3cThe off season is kept as short as possible.
     1.4. League Simulation Players
     1.4aThe Canadian Baseball League uses fictional players.
     1.5. League and Divisional Structure
     1.5aThe Canadian Baseball League consists of 28 teams split into two Leagues of 14 teams:
     
  • Farmers League
  •  
  • Fishermen League
  •  1.5bEach League is split into three Divisions:
     
  • East Division
  •  
  • Central Division
  •  
  • West Division
  •  1.5cEach League has two 5 team divisions, East and Central, and one four team division, West.
     1.5dThe designated hitter (DH) is used in both leagues.
     
     2. Commissioner
     
     2.1. League Management
     2.1aThe Commissioner is responsible for maintaining the League Constitution, simming all games, processing all game files and maintaining the league website, (although the website can have input from all owners).
     2.2. League Regulation
     2.2aThe Commissioner will ensure all members of the league adhere to the league rules.
     2.2bThe Commissioner shall rule on any and all protests concerning game play, or other protests.
     2.2cIn the event the Commissioner's team is involved in a dispute, the dispute will be brought before the League Presidents.
     2.2dIn the event that one or more of the League Presidents teams are involved in a dispute, the dispute will be put to vote of owners not involved in the dispute. The majority of votes received determines the outcome of dispute.
     2.2eThe Commissioner shall reserve the right to remove owners or other league members, as needed, to ensure the integrity of the league.
     
     3. Owners
     
     3.1. Team Management
     3.1aOwners are responsible for the management of their teams. This includes, but is not limited to, roster moves and lineups.
     3.1bUpon entering the league, owners can optionally change, subject to the regulations set out in the Team Data section, and must specify to the Commissioner:
     
  • Team Name
  •  
  • Nearest City
  •  
  • Stadium Name
  •  
  • Stadium Model
  •  
  • Grass or Turf Field
  •  
  • Uniform colours and dates to wear special uniforms (optional)
  •  3.2. Contact Information
     3.2aNew owners must submit a valid e-mail address to the Commissioner when applying for ownership.
     3.2bA free e-mail account (for instance hotmail) may be used for league purposes once a valid address has been given to the Commissioner.
     3.2cThe Commissioner will keep the valid address confidential if the owner does not wish to use it for league purposes.
     3.2dYahoo e-mail accounts will not be accepted because of the unreliability of delivery experienced in the past.
     3.3. Joining The League
     3.3aNew owners will be assigned teams based on their order of choice among the available teams on a first come, first served basis.
     3.3bApplicants will be placed on a waiting list if no team is currently available and be assigned teams on a first on, first off basis.
     3.3cOwners may not switch ownership to another team at any time.
     3.3dTeams must only be owned and run by a single owner to avoid any confusion when dealing with the Commissioner and other owners with the following exception:
     
  • When the team owner is away and has appointed a temporary substitute manager.
  •  3.4. Multiple Team Ownership
     3.4aOwning multiple teams is not allowed. Any owner found in violation of this rule will be removed from the league and be permanently banned from the CBL.
     3.4bIf an owner is removed from the CBL for owning multiple teams, the teams in question will be broken up in the following manner:
     
  • A supplemental draft will be held in which teams will select in reverse order of current winning percentage.
  •  
  • Teams selecting a player must give up a player on their current roster to the team in question.
  •  
  • Released players must meet the criteria established by the Commissioner prior to the draft.
  •  3.5. Collusion
     3.5aCollusion is not allowed. Collusion is defined in the dictionary as a secretive cooperative for deceit. Two or more owners may not collude for the betterment of one or more teams. Any owner(s) found in violation of this rule will be removed from the league and permanently banned from the CBL.
     3.5bIf an owner(s) is removed from the CBL for collusion, the teams in question will be broken up in the following manner:
     
  • A supplemental draft will be held in which teams will select in reverse order of current winning percentage.
  •  
  • Teams selecting a player must give up a player on their current roster to the team in question.
  •  
  • Released players must meet the criteria established by the Commissioner prior to the draft.
  •  3.6. Owner Etiquette
     3.6aHarassment or threatening of league members will not be tolerated. The Commissioner shall enforce a zero tolerance policy of unsportsman-like behaviour.
     3.6bOwners are expected to submit lineups and make roster assignments, as needed, before each sim. As a courtesy, owners are not required to submit a roster/lineup e-mail if no roster or lineup changes are to be made for the next sim.
     3.6cHowever, if the Commissioner has not heard from an owner for a period of three weeks, the owner will be sent an e-mail to determine the status of the owner. If the owner does not respond to this e-mail within one week, the owner will be removed from the league. Removed owners may apply for re-entry into the league, but must take back their former team or wait 6 months real-time to re-enter the league.
     3.6dIf an owner is to be absent for any period of time, the owner should notify the Commissioner. Absent owner's teams will be placed on computer control with the computer unable to make trades, release or sign players. Owners may appoint a substitute manager for his team during the period of his absence. Substitutes will not be able to make trades, sign, or release players. The substitute may not be a current CBL owner or a former owner that was removed from the CBL for rules violation.
     3.6eAny owner who fails to notify the Commissioner of an absence is subject to an owner status check (the Commissioner would have no idea the owner is absent). If an owner fails to give notice to the Commissioner of an absence and is removed from the league while absent due to an owner status check, the owner will have to reapply to the Commissioner for entry back into the CBL. Removed owners may apply for re-entry into the league, but must take back their former team or wait 6 months real-time to re-enter the league.
     
     4. League Season Schedule
     
     4.1. Regular Season
     4.1aEach team will play a 162 game regular season balanced schedule.
     4.1bThe schedule is determined by BBPro 98.
     4.1cFour game days are simulated per simulation.
     4.1dThe outcomes of all games as determined by the BBPro 98 sim process are final.
     4.2. Post Season
     4.2aStandings will be determined by BBPro 98.
     4.2bThe teams with the highest winning percentages in each division will make the playoffs as a division champion.
     4.2cOne wild-card team from each league will make the playoffs.
     4.2dWild-card teams will be the non-division winning team in each league with the highest winning percentage as determined by BBPro 98.
     4.2ePlayoff matchups are determined by BBPro 98. The general format follows:
     
  • Divisional Series: Best of 5.
  •  
  • League Championship Series: Best of 7.
  •  
  • Battle for the Beer: Best of 7.
  •  4.2fOne game per day during the post-season, unless lineups have been submitted to the Commissioner for the next game.
     4.2gThe outcomes of all games as determined by the BBPro 98 sim process are final.
     
     5. Rosters
     
     5.1. Roster Move Notification
     5.1aAll roster moves are due daily by 8:00 AM Mountain time.
     5.1bOnly roster moves received by the Commissioner before this deadline will be implemented for the day's sim.
     5.1cAny 'late' roster moves received after this deadline will not be implemented until the next sim.
     5.1d'Late' roster moves will be implemented for the next sim regardless of changes to the team's situation. Only players that are injured and cannot play will be substituted using the same process as described in the Player Injuries section.
     5.2. Available Rosters
     5.2aEach team is allowed up to a maximum of 50 players in total on its roster, to be distributed in the following categories:
     
  • Active Roster
  •  
  • AAA/DL
  •  
  • Low Minors
  •  5.3. Active Roster
     5.3aEach team is limited to 25 players on the active roster.
     5.3bThe active roster may expand to 40 players as of September 1st in any season.
     5.4. AAA/DL Roster
     5.4aEach team is limited to 15 players in AAA/DL.
     5.4bBBPro will determine if a player is injured severely enough to qualify to be placed on the DL.
     5.4cPlayers placed on the DL will recover at a faster rate than those left in Active and AAA.
     5.4dPlayers placed on the DL must remain on the DL for at least 15 days.
     5.5. Low Minors Roster
     5.5aTeams are limited to 10 players in the low minors.
     5.5bPlayers must be 26 years of age or younger to be placed in the Low Minors.
     5.5cTeams are required to reassign or release all players who are older than 26 from Low Minors on opening day of each season.
     5.6. Roster Moves
     5.6aPlayers may be moved between the Active roster, AAA, and Low Minors at any time during the regular season.
     5.6bPlayers may be released at any time during the regular season.
     5.7. Post-Season Roster Moves
     5.7aMovement of players between rosters during the playoffs is only allowed between series or in the event of an injury during a series.
     5.7bPlayers may not be released during the post-season.
     5.8. Off-Season Roster Moves
     5.8aPlayers cannot be reassigned between the Active roster, AAA, and Low Minors during the off-season.
     5.8bPlayers may be released at any time during the off-season.
     5.9. Opening Day Rosters
     5.9aOwners are required to submit opening day rosters to the Commissioner by the normal roster submission deadline on opening day.
     5.9bIf a team has not submitted an opening day roster by the roster submission deadline, the Commissioner will e-mail the owner requesting an opening day roster. The owner will have 1 week to respond. If the owner does not respond within 1 week, the owner will be removed from the league. Removed owners may apply for re-entry into the league, but must take back their former team or wait 6 months real-time to re-enter the league.
     5.9cOpening day rosters must include:
     
  • Roster moves to ensure Active, AAA, and Low Minors do not exceed their maximum allocations.
  •  
  • Roster moves to reassign or release players who are older than 26 from Low Minors.
  •  
  • Batting orders and defensive lineups for both versus right (vR) and versus left (vL).
  •  
  • Pitching staff roles including starting rotation and bullpen.
  •  5.10. Pitching Rotation
     5.10aTeams must use a 4 or 5 man starting rotation at all times.
     5.11. Miscellaneous Roster Rules
     5.11aBBPro 98 Rest/Rust: Players will get "rusty" if they have not played in a game for at least 10 days. Players will need a rest (their actual ratings will drop slightly) if they have played at least 10 consecutive days (5 days for catchers). Off days on the schedule and benching a player for at least 1 game will remove the need for "rest". Appearing in 1 game will remove the "rust". It is up to the owner to deal with rest/rust how he sees fit. The Commissioner will not track player's rest/rust.
     5.11bNote: The actual impact of rest/rust appears to be minimal. Many owners ignore it.
     
     6. Players
     
     6.1. Player Creation
     6.1aNew amateur players are generated using in two steps by both BBPro and a player creation script created for The Canadian Baseball League.
     6.1bBBPro 98 determines the player positions for the new amateurs that are generated to replace the retired players.
     6.1cThe player creation script determines the ratings of the new amateurs.
     6.2. Player Retirement
     6.2aPlayers will eventually retire.
     6.2bPlayers retirements are determined by BBPro 98 and are final.
     6.3. Player Ratings
     6.3aOwners are allowed to view potential ratings of all players, free agents, and draft pools.
     6.4. Player Injuries
     6.4aPlayer injuries are determined by BBPro 98.
     6.4bA disabled list (DL) is available for players to be placed if they are injured severely enough to qualify.
     
  • BBPro 98 determines if an injury is severe enough for a player to be eligible for the DL.
  •  
  • Players placed on the DL will recover at a faster rate than those left in Active and AAA.
  •  
  • Players placed on the DL must remain on the DL for at least 15 days.
  •  6.4cPlayers injured during a sim will be replaced by the Commissioner using the following process:
     
  • In the first instance by the highest rated player in the position whose primary position is the same as the injured player's.
  •  
  • In the second instance by the highest rated player in the position who is qualified to play in the same position as the injured player's.
  •  
  • In the third instance by the highest rated player in the position who is not qualified to play in the same position as the injured player's.
  •  
  • If no players meets any of these requirements, a player will be chosen at random by the Commissioner.
  •  
  • Batting orders will not be changed. The replacement will simply take the place of the injured player.
  •  
  • Owners may, of course, make their own changes before the next sim to address the injury.
  •  6.5. Changing Primary Position
     6.5aA player's primary position may now be changed during spring training, providing the player has a potential rating of 40 or greater in the new position.
     6.5bOnly two players per team can have their primary position changed per season.
     6.6. Changing Qualified Positions
     6.6aThe only way to qualify a player at another position is to play him at that position until BBPro 98 determines that he is qualified.
     6.6bIf an owner plays a player at a position and that position is added as a qualified position, the position may not be removed as a qualified position unless BBPro 98 removes the position as qualified.
     6.7. Rookie Status
     6.7aRookie position players with less than 100 career plate appearances (PA) will maintain their rookies status until they surpass 100 career PA.
     6.7bRookie pitchers with less than 30 career innings pitched (IP) will maintain their rookie status until they surpass 30 career IP.
     6.7cPlayers that meet the criteria set out above will have their rookie status will be reset during the off season and before opening day of each season.
     
     7. Trades
     
     7.1. Regular Season Trading
     7.1aTrades are allowed and will be accepted at any time during the regular season up to the trade deadline of July 31st.
     7.1bTrades will not be accepted once the league date reaches August 1st.
     7.1cSimming will stop on August 1st for two days to allow for protests and trade processing
     7.1dTrades processed on August 1st will be processed with a trade date of July 31st for recording purposes.
     7.2. Off-Season Trading
     7.2aTrades are allowed in the off-season from the end of Spring Training until the end of the official off-season.
     7.2bThe official end of the off-season will occur before the actual opening day.
     7.2cThe duration of time between the official end of the off-season and Opening Day will be determined by the Commissioner and be kept as brief as possible.
     7.2dThere will be a brief pause of three days where trades will no longer be accepted to allow for protest and processing before opening day.
     
  • When time permits this three day pause will be marked by the exhibition games.
  •  7.3. Post-Season Trading
     7.3aTrades are not allowed during the post-season (not my choice, BBPro 98 does not allow them).
     7.4. Trade Guidelines
     7.4aPlayers and Amateur Draft picks may be traded.
     7.4bTrades may be any combination of players and/or Amateur Draft picks.
     7.4cTrading with CPU controlled teams is not allowed.
     7.4dSupplemental Free Agent Draft picks may not be traded until the year following their selection.
     7.4eDraft picks may not be traded during drafts.
     7.4fDraft picks may not be traded for future drafts later than the upcoming draft.
     
  • e.g.You can not trade for 2003 picks if the 2002 draft has not been completed
  •  7.5. Trade Submissions
     7.5aEach owner involved in a trade must submit an e-mail confirmation of the trade to the Commissioner.
     
  • The confirmation must include all players and/or Amateur Draft picks involved.
  •  7.5bAny trade confirmations received by the Commissioner during times trades are not allowed will be discarded.
     7.5cOwners must submit roster moves to the Commissioner along with trades specifying what roster the player(s) received in trade are to be assigned to and any other moves that are needed
     
  • e.g. If a player needs to be released to make room for the players acquired in trade
  •  
  • Trade roster moves can be sent with the trade confirmation or separately, but must be received by the normal roster move deadline on the day the trade is to be implemented
  •  
  • If no trade roster moves are received, players received in trade will be assigned to whatever open roster spots are legally available.
  •  
  • ****If no roster spots are legally available, the Commissioner will release a random player(s) to make room for the player(s) received in the trade.
  •  7.6. Trade Processing
     7.6aOnce trade confirmations have been received from the owners involved in the deal, the Commissioner will announce the trade.
     7.6bTrades will be processed two days after the announcement to allow for any protests to be submitted which means trades announced on a Monday will be processed of Wednesday..
     7.6c****Trades that put a team's roster over 50 must have players released within two days of the trade passing. If the owner does not release anyone to make room for the newly acquired players, the newly acquired players will be released.
     7.6dTrades cannot be undone once both teams have submitted trade confirmations.
     7.7. Trade Protests
     7.7aLeague owners have the right to protest any trade they feel is not in the best interest of the CBL.
     7.7bIf three protests of a trade are received, the trade will be put on hold and owners will be asked to vote on approval of the trade.
     7.7cA majority of votes received decides the vote.
     7.7dIf approved, the trade will be implemented without penalty to the trading owners. If declined, the trade will be disallowed and the trading owners will be issued a warning.
     7.7eIf any owner that has been issued a warning has a second trade declined by owner vote, the Commissioner will review the owner's status. The owner may be removed from the league if it's determined by the Commissioner to be in the best interest of the CBL.
     7.7fTrades involving players acquired from previous trades that have not yet been approved, will be void if the first trade is protested.
     7.8. Protesting a Trade
     7.8aProtests must be e-mailed to the Commissioner or one of the League Presidents.
     7.8bThe originators of any protest, which is put to a vote, shall remain confidential.
     7.9. New Owners
     7.9aNew owners can be assigned two experienced owners 'Trade Mentors' to assist them in trade negotiations.
     7.9bOne of the two Trade Mentors must also submit a trade confirmation to say they were in contact with the new owner during the trade negotiations.
     7.9cThe Trade Mentors will continue to assist the new owner until they are satisfied that the new owner has an understanding of the league.
     
     8. Free Agents
     
     8.1. Free Agent Claims
     8.1aFree agents may be claimed at any time during the regular season after the first 28 days (7 x 4 day sims).
     8.1bIf two or more teams claim the same free agent during the same period, BBPro 98 will determine which team is awarded the free agent.
     8.1cFree agent claims without accompanying roster moves will be discarded. Owners must submit roster moves along with free agent claims specifying what roster the free agent is to be assigned to and any other moves that are needed (example: if a player needs to be released to make room for the free agent) if the team is awarded the free agent.
     8.1dIf no legal roster spot is available for a signed free agent, the Commissioner will release a random player to make room for the free agent.
     
     9. Drafts
     
     9.1. Canadian Baseball League Drafts
     9.1aThe CBL will have two drafts.
     
  • The amateur draft will be held in June of each season.
  •  
  • The Free-Agent Supplemental draft will be held each off season between the end of the Battle for the Beer and before Spring Training.
  •  9.2. Amateur Draft
     9.2aNew players are introduced to the league for this draft.
     9.2bThe draft will be 3 rounds and the order will be in reverse order of winning percentages from the prior regular season as determined by BBPro
     
  • The draft order will only be altered based on traded draft picks.
  •  9.2c****The draft pool will be adjusted to increase or decrease potential ratings at the discretion of the Commissioner.
     9.2dThe draft pool will be created using a computer script developed by Graham Colvin based on a dice roll technique created by Vince Chartier.
     
  • These players are created in advance and participate in the Canadian Collegiate Baseball League (CCBL)
  •  
  • These players participate in the CCBL for three seasons before becoming eligible to be drafted
  •  9.2eThe Amateur Draft is currently run using the list method as defined in the Draft Lists Rules.
     9.2fEach day teams are required to submit a list with enough players listed to ensure they will make a pick.
     9.2gThe lists required each day are:
     
  • Day 1, picks 1 - 10
  •  
  • Day 2, picks 11 - 20
  •  
  • Day 3, picks 21 - 30
  •  
  • Day 4, picks 31 - 40
  •  
  • Day 5, picks 41 - 50
  •  
  • Day 6, picks 51 - 84
  •  9.2hWhen a list is not provided, and the Commissioner has received no other instructions, the CPU will make the pick for the team.
     9.2iAfter each days picks have been made, the Commissioner will update the website showing the players who have been selected by each team.
     9.3. Supplemental Free Agent Draft
     9.3a****The draft pool will be made up of 10 randomly altered free agents currently in the free agent pool.
     9.3bThis draft will be 1 round only for teams with records under .500 in the previous season, with a maximum of 10 teams.
     9.3cOnly the bottom 10 teams from the previous season's standings will be involved in the supplemental free-agent draft.
     9.3dIf there is a tie for the 10th and final spot, a player will be added to the pool for each added tied team.
     9.3eThe draft order will be determined by a draft lottery.
     9.3fOnce a teams ball is selected that team will represent that slot in the draft, and will the remaining balls for that team will be removed from the lottery.
     9.3gBalls will be allocated to the teams in the following manner:
     
  • The 3 teams with the lowest winning percentage will each have 5 balls.
  •  
  • The next 3 teams will each have 3 balls.
  •  
  • The remaining teams will each have 1 ball.
  •  9.4. Miscellaneous Draft Rules
     9.4aThe following rules cover both the Amateur Draft and the Supplemental Free Agent Draft.
     9.4bThe Amateur Draft will either be done live or via lists. This is up to the Commissioner and advance notice will be given in either event. The current process for Amateur Drafts is via list.
     9.4cThe Supplemental Free Agent Draft will either be done live or via list. This is up to the Commissioner and advance notice will be given in either event. The current process for Supplemental Free Agent Drafts is via list.
     9.5. Live Draft Rules
     9.5aOwners are not required to attend live drafts.
     9.5bNotify the Commissioner if you will or will not be attending live drafts along with one of the following:.
     
  • Submit a draft list to the Commissioner
  •  
  • Notify the Commissioner if you want the CPU to draft for you
  •  
  • Notify the Commissioner if you wish your team to not participate in the draft.
  •  
  • Failure to do any of the above will result in the forfeit of all picks for that draft
  •  9.5cNote on live drafts. This is not required, but any owner who plans to attend a live draft should also submit a draft list to the Commissioner because:
     
  • Internet connections are often lost and chat rooms tend to boot people out.
  •  
  • Teams will be "on the clock" during live drafts.
  •  
  • Any owner who is not present for any reason at the time he is to select will be skipped unless a backup draft list has been provided.
  •  9.6. Draft Lists Rules
     9.6aDraft lists must adhere to the following format:
     
  • Lists must be text files.
  •  
  • Players should be listed vertically in order of selection preference with the first player listed being your first choice.
  •  9.6bUnless otherwise stipulated, there is not a requirement as to the number of players to be included on a list however there should be enough to cover your picks until the next list will be called for.
     9.6cOnly players that are on the list and available at the time of the team's selection will be chosen.
     9.6dOnce there are no more players available on a team's list, no further selections will be made for that team, unless stated that CPU take over for the owner.
     9.6eLists must include:
     
  • Which roster to assign the draft player to
  •  
  • Any reassignments or releases required making room for the drafted player.
  •  9.6fIf no instructions were submitted and there is no room legally available for the drafted player, the Commissioner will release a random player to make room for the drafted player.
     9.6gDraft lists not adhering to the specified format will be discarded after the Commissioner has made one attempt to contact the owner if a draft list does not adhere to league specifications. The owner will be able to resubmit a draft list, but must do so by the normal deadline for draft list submissions.
     9.6hAny team whose draft list does not adhere to league specifications will have it's selections for that draft made by CPU unless a request was included in the draft list to not have the CPU make selections in such an event.
     9.6iOwners must do one or more of the following for each draft:
     9.6jSubmit roster moves to the Commissioner to ensure that there are empty spots available in your Low Minors to accommodate each of your picks.
     9.6kNotify Commissioner if you want the CPU to draft for you.
     9.6lNotify Commissioner if you wish your team to not participate in the draft.
     9.6mFailure to do any of the above will result in the forfeit of all picks for that draft.
     
     10. Spring Training
     
     10.1. Canadian Baseball League Spring Training
     10.1aSpring Training will be held every off-season.
     10.1bTeam owners are allowed to complete training allocations for all, some, or none, of the players on all rosters.
     10.1cPlayers without team owner assigned allocations will have allocations assigned by the CBL spring training script.
     10.1dAll player changes start with BBPro percentage point minimums that can be increased by 5% increments.
     10.2. Position Players Minimums

  •  10.2aPosition players must have an allocation alloted to their primary position.
     10.2bFor non primary positions, position players must be qualified in that position for spring training allocations to have any effect on that position.
     10.2cThe total minimum allocation for positions players is 75% meaning position players have a further 25% to allocate in 5% increments.
     10.3. Pitcher Minimums
     
  • AS 10%

  • Each pitch 10%
  •  
  • FA 10%
  •  10.3aThe total minimum allocation for pitchers with 2 pitch types is 70% meaning 2 pitch picthers have 30% to allocate in 5% increments.
     10.3bThe total minimum allocation for pitchers with 3 pitch types is 80% meaning 3 pitch picthers have 20% to allocate in 5% increments.
     10.3cThe total minimum allocation for pitchers with 4 pitch types is 90% meaning 4 pitch picthers have 10% to allocate in 5% increments.
     10.4. Submitting Allocations
     10.4aAllocations must be submitted to the Commissioner as soon as possible after the season roll over in order to have a better control of in the inputting workload.
     10.4bA CBL spring training tool is available for you to complete your allocations.
     10.4cUnless using the CBL spring training tool, when sending in allocations please use the following format.
     
  • Example. AS +10, EN +10, CH +15 etc.
  •  10.4dWhen inputting allocations CO+5 will be mean a total of 15% is allocated which consists of the 10% minimum plus the 5% allocation.
     10.4eAllocations that are incorrect will result in the following:
     
  • Where the total allocation equals more than 100%, the minimums will be meet and the points allocated as listed until 100% is reached
  •  
  • Where the total allocation equals less than 100%, the minimums will be meet and the remaining points allocated to the last listed attribute
  •  10.5. Four Pitch Pitcher Bonus Points
     10.5aAny pitchers with 4 pitches or more, under the age of 27 at the time of inputting spring training allocations, are awarded 4 bonus points each spring training until they reach the age of 27.
     10.5bThe owners may use these 4 points towards any pitch rating, and only pitch ratings.
     
  • The 4 points may be split over more than one pitch rating in a season
  •  
  • The owner cannot place the points towards EN, CO, AS, etc
  •  10.5cThe points cannot be used to make a pitch's Actual rating improve beyond the players Potential rating for that pitch.
     10.5dThe bonus points are to be sent using a list sent via e-mail to the Commissioner, within one real-time week of the end of spring training.
     
     11. Team Data
     
     11.1. Team Name
    change11.1aEach owner will name his team. The name consists of a team name and a nickname.
    change11.1bThe CBL is a Canadian league, and therefore the team name must ba a city or town within the provinces of the division as listed below.
     11.1cThe nickname can be anything non-offensive.
     11.1dNames containing profanity or offensive phrases are not allowed.
     11.2. Provinces of Divisions

  •  11.3. Nearest City
     11.3aEach owner will choose a "nearest" city to locate their team.
     11.3bThe cities' weather pattern and altitude will have an effect on the performance of the team.
     11.3cBBPro 98 contains a list of cities to choose from, only two Canadian, but you can use any city except for Denver, Colorado.
     11.3dThe nearest city does not have to be the same city you are using for your team name. For example, if you name your team the Toronto Blues, you do not have to use Toronto, ON as the nearest city.
     11.3eTeams playing in a nearest city with an altitude greater than 2000 feet must use Coors Field as their stadium model.
     11.3fTeams playing in a nearest city with an altitude below 1000 feet may not use Coors Field as their stadium model.
     11.4. Stadium Model
     11.4aEach owner will choose a stadium model for their team to use as its home stadium.
     11.4bUse of the Kingdome and Fenway Park are not allowed due to programming errors in BBPro 98.
     11.4cTeams playing in a nearest city with an altitude greater than 2000 feet must use Coors Field as their stadium model.
     11.4dTeams playing in a nearest city with an altitude below 1000 feet may not use Coors Field as their stadium model.
     11.5. Stadium Name
     11.5aEach owner will name his team's stadium.
     11.5bNames are not required to match the actual name of the stadium model.
     11.5cNames containing profanity or offensive phrases are not allowed.
     11.6. Stadium Surface
     11.6aEach owner will choose a playing surface for his stadium. Playing surfaces are grass or turf.
     11.7. Team Uniforms and Colours
     11.7aOwners have the option of specifying colours for their team's uniforms.
     
  • Owners with BBPro 98 can send the values to the Commissioner.
  •  
  • Owners without BBPro 98 should e-mail the Commissioner for assistance in designing team uniforms.
  •  11.7bThe team colours will also be used on the teams home web pages.
     11.8. Team Logo
     11.8aOwners have the option of submitting a team logo to be placed on the team's clubhouse page.
     
  • Owners wishing assistance in designing a team logo should contact the Commissioner.
  •  11.9. Miscellaneous Team Data Rules
     11.9aNew owners can change team data upon entering the league.
     11.9bCurrent owners may only change Nearest City and/or Stadium Model and/or Stadium Surface once every 2 seasons.
     11.9cTeam Nicknames and/or Stadium Names may only be changed during the off-season.
     11.10. CPU Managed Teams
     11.10aThe CPU will manage all non-human owned teams.
     11.10bThe CPU will not be allowed to make trades or sign free agents.
     11.10cThe CPU will be allowed to participate in both drafts.
     
     12. Owner Awards
     
     12.1. Voting Responsibility
     12.1aEach season, owners will be able to vote for Player of the Year, Pitcher of the Year, Owner of the Year, Man of the Year, and Journalist of the Year.
     12.1bSubmission of these votes is mandatory and is used as a role call for the upcoming season.
     12.1cFailure to submit your ballot will result in your removal from the league.
     12.1dFailure to submit the required number of votes in any category will disqualify the votes submitted for that team in that category.
     12.1eConsistent disqualification of votes will result in the owner will being removed from the league.
     12.2. Player of the Year
     12.2aOwners should submit to the Commissioner, a list of 5 position players ordered from 1 to 5 (with 1 being the choice for best player).
     
  • Players will be given points by the Commissioner based on where they appear on ballots
  •  
  • Points will be assigned in reverse order of rank on ballots. 5 points for 1st through 1 point for 5th
  •  
  • Players from both leagues are eligible
  •  
  • You may vote for players on your own team
  •  12.3. Pitcher of the Year
     12.3aOwners should submit to the Commissioner, a list of 5 pitchers ordered from 1 to 5 (with 1 being the choice for best pitcher).
     
  • Pitchers will be given points by the Commissioner based on where they appear on ballots
  •  
  • Points will be assigned in reverse order of rank on ballots
  •  
  • 5 points for 1st through 1 point for 5th. Pitchers from both leagues are eligible

  • You may vote for pitchers on your own team
  •  12.4. Owner of the Year
     12.4aOwners should submit to the Commissioner, a list of 5 owners ordered 1 to 5 (with 1 being the choice for owner of the year).
     
  • The owners should be judged on how they ran their team, and tried to improve their team

  • Owners will be given points by the Commissioner based on where they appear on ballots

  • Points will be assigned in reverse order of rank on ballots. 5 points for 1st through 1 point for 5th

  • Owners from both leagues are eligible
  •  
  • You may not vote for yourself.
  •  12.5. Man of the Year
     12.5aOwners should submit to the Commissioner, a list of 3 owners ordered 1 to 3 (with 1 being the choice for owner of the year).
     
  • The owners should be judged on how much they contributed in terms of your enjoyment to the league as well and helped to improve and maintain the league
  •  
  • Owners will be given points by the Commissioner based on where they appear on ballots
  •  
  • Points will be assigned in reverse order of rank on ballots
  •  
  • 3 points for 1st through 1 point for 3rd
  •  
  • Owners from both leagues are eligible
  •  
  • You may not vote for yourself
  •  12.6. Journalist of the Year
     12.6aOwners should submit to the Commissioner, a list of 3 owners ordered 1 to 3 (with 1 being the choice for owner of the year).
     
  • The owners should be judged on articles that are posted on the CBL website
  •  
  • Owners will be given points by the Commissioner based on where they appear on ballots
  •  
  • Points will be assigned in reverse order of rank on ballots
  •  
  • 3 points for 1st through 1 point for 3rd
  •  
  • Owners from both leagues are eligible
  •  
  • You may not vote for yourself.
  •  
     13. Hall of Fame
     
     13.1. Selections
     13.1aHall of Fame selections are determined by BBPro 98.
     
     14. Other Rules
     
     14.1. Amendments to the Constitution
     14.1aThe Commissioner may amend this Constitution at any time.
     14.1bOwners may suggest amendments of the Constitution to the Commissioner at any time.
     14.1cThe Commissioner will then decide if the proposed amendment should go to owner vote.
     14.1dVoting on amendments will only occur during the off-season owner's meeting.
     14.1eA majority of votes received is needed for a proposed amendment to pass.
     14.1fThe Commissioner, prior to the off-season owner's meeting will present proposed amendments to the league.
     14.2. Discovery of BBPro 98 Coding Flaws
     14.2aAny bugs discovered in the coding of BBPro 98 will result in immediate action to negate the effects of the bug. For example, if it is discovered that the code for a stadium is flawed in such a way as to adversely impact game play, use of that stadium will be banned and any teams currently using that stadium will be immediately moved to a new stadium of the team owner's choice.
     14.3. League and Divisional Structure Amendments
     14.3aThere will be no divisional realignment in the CBL.
     14.3bThere will be no contraction of teams in the CBL.
     14.3cThere will be no expansion of teams in the CBL.
